选择和形成政策的替代方案是政策环境影响评价的一个关键。总结选择和形成政策替代方案的一般原则和程序，并根据决策过程中，针对同一政策环境问题的观点差异和对这些决策观点的分类，提出了形成政策替代方案的多观点系统分析方法（ＭＰＳＡ）。

It is an essential part for EIA of policies to choose and formulate the alternatives of a policy. In this paper, the general principles and procedure to choose and formulate such alternatives are provided.Also, based on the different perspectives to the environmental dimension of a policy and the classification of these perspectives,a multiple perspective system analysis(MPSA) is put forward as an effective method for formulating the alternatives of an EIA of policies.
