本文就污染物排放总量控制作了理论思考。总量控制瞄准了环境质量，衔接、关联着我国多年来已实施的诸项环境管理制度、措施，代表着我国环境管理的新水平，是强化环境管理的工作主线；当务之急是加强实践探索和理论研究，建立完善的科学指标体系，健全实施考核制度，制定实施管理办法。

A theoretical study of the total guantity control of pollutants(TQCP) has been made in the paper.TQCP has aimed at environmental quality and linked up all the environmental management systems and measures formed in the past years. TQCP has also represented the new stage of environmental management and has been the main means to strengthen environmental management in China.The task of top priority is to put it into practice and do some theoretical study,to establish perfect and scientific index system,to strengthen assessment system,to make management regulations and to construct operation mechanism and supporting systems.
