近２０年来，广州乡镇企业发展很快，已成为经济组织的主体，极大地促进农村经济和社会的发展，但在农业资源和环境方面也付出了很大的代价．在新的历史时期，从可持续发展的目标出发，广州市乡镇企业要增创新优势、更上一层楼，必须做到：①充分利用港澳台经济转型和珠江三角洲产业升级的机会，优化企业结构，加快产权改革，增加科技投入，实现乡镇企业发展新跨越；②保护耕地，集约经营，组建乡镇工业园区，保证乡镇企业与农业协调发展；③提高环保意识，强化环境管理，促进乡镇企业与环境协调发展；④加强规划与管理，统筹安排，合理布局，使乡镇企业与农业资源、环境协调发展．

In recent twenty years, the towns enterprises in Guangzhou have developed quickly, and become major economic aspect, highly promoting economic and social development in the countyside. However, agriculture resources and environments have paid much costs for the towns enterprise developing. During the new historical period, from the aim of sustainable development, the towns enterprises in Guangzhou should create new advantage chances and reach a higher level. They should do as following:① Make full use of economic transfer in Hongkong, Macao and Taiwan, estate promotion in the Pearl River Delta, make the enterprise constructure resonablly, hasten the reform of property ownership , increase science and technology investment,and realize new phase of development of the towns enterprise;② Protect lands for farming, to cop economically, build the towns enterprise parks, guarantee coordinating development between the towns enterprise and agriculture;③ Improve the consciousness of protecting environment, strengthen management of environment,promote coordinating development between the towns enterprise and environment;④ Strengthen planning and management, plan as a whole ,arrange resonably, make coordinating development among the towns enterprise, agriculture and environment.
