黄河堤防水土流失浅析及对策

Soil and Water Losses and its Countermeasures for Dyke Engineering in Lower Reaches of the Yellow River

黄河防洪“一靠堤防，二靠人防”这是人民治黄以来取得抗洪斗争胜利的经验总结。1997年8月19日至20日，由于受11号台风的影响，山东省高青县沿黄一带普降大到暴雨，黄河堤防工程遭到严重破坏，水土流失严重。通过这次暴风雨对黄河防洪工程造成的影响，分析发生水土流失的原因，提出黄河堤防工程水土保持措施。

The dyke engineering of the Yellow River, first is rely on built dam, second is onpeople control,this is a basic experience for long time people against flood. The dyke engineering of the Yellow River in Shandong province has subjected to severe damage because of anheavy rain occured on August 19th^20th, 1997, which is influenced by typhoon No. 11. Theauthor analysed the damage degrees of dyke engineering by this storm, and put out themeasures of soil and water conservation.
