略论城市地下空间开发立项的若干基本原则

On Some basic Principles for Setting up Projects of Urban Underground Space development

要真正合理地开发利用地下空间，使之更好地发挥综合效益，就必须在地下空间开发项目的立项论证和决策过程中遵循一些基本的原则。本文提出城市地下空间开发立项的若干基本原则并做了简略论述。

For rational development and utilization of underground space , to obtain comprehensive benefits, some basic principles in proving and decision for setting up a pro- ject in underground space should be followed . In this paper, such principles have been given with brief discussions . [
