Following the Design Program Reform and Improving the Project Pricing Standard

修订、补充现行铁路工程计价依据是设计程序改革的重要内容。主要包括:制定投资估算办法,规范建设项目前期决策阶段的投资估算;修订估算指标,满足今后一定时期铁路建设的估算编制;建立工程造价数据库,加强工程造价资料积累;补充预算定额,及时反映新技术的造价标准。四者相辅相成,是有机统一体。

Amendment and renewal of the railway engineering norm currently in effect is very important in the reform of design program. It mainly includes: (2)establishing a new method of investment estimate, employing standardized investment estimate in construction project when it is in the foremost phase to make strategic decision;(2)amending norm of investment estimate in order to meet the need of editing estimate of railway construction project in a certain period of time; (3)setting up of project cost database, enhancing the accumulation project cost data; (4)renewing the norm of estimate and adopting new technique and new standards. The above four aspects must be well combined to form a uniform system.
