高速铁路工程设计概算取费标准的研究

Study on Pricing Standard of Budgetary Estimate in High-speed Railway Design

本文是对高速铁路工程设计概算取费标准中的①小临;②现场管理费;③企业管理费;④劳动保险;⑤财务费用5项费用计费标准的研究。研究的思路是在普通铁路概算中求出该5项费用的绝对值及每正线公里指标。在该指标的基础上,结合高速铁路的特点,考虑应予增加费用的因素,调整该指标,达到合理满足高速铁路工程的需要。该调整后的指标除以高速铁路中直接费加其他直接费每正线公里指标,即是高速铁路工程的费率。通过实例测算比较,归纳分析,取得高速铁路5项费用的费率推荐值,该推荐值比普通铁路中5项费用的费率降低了25％,本成果在京沪高速铁路初步设计编制概算中试用,效果良好,说明推荐的费率是合理的。

In this paper, we will mainly study the pricing standard in the following five sections, (1)small and temporary works,(2)work - site management, (3)enterprise management,(4)labor insurance and(5)finance. We first find out the absolute cost value of the five sections and the price target per kilometer run of main line in common railway project. After then we adjust the price target according to the specifications of high - speed railway and taking the factors that can influence the prices into account, and then we get a reasonable price targets which can coincide with the specifications of the high - speed railway. The pricing value can be achieved through the calculation of price target divided by the sum of direct fees. After test, comparison, analysis and summing up the results, we finally get the pricing standard for the five sections and a 25% reduction than those of common raiway project comparatively. These pricing standard have ever been tried out in the preliminary design of Jing - Hu high -speed railway and we got a good result.
