摘要
就如何实施城市总体规划以及如何按照规划意图进行管理提出了三点意见：１）使城市规划具有法制效力；２）要抓城市的统一经营与建设；３）必须从方针政策上有效地解决征地拆迁中的问题。
Three suggestions are put forward about putting into the effect of the overall urban planning: the urban planning must has an effect of legality, city construction must accord with urban planning, the problem of land levying and putting down old houses must be solved effectively.
