摘要
本文从分析中心城市的优势与特征入手，指出由聚集效应造成的膨胀趋势和城市容量限制的矛盾，主张从三个层次统筹研究规划问题：１）对主城本身阐述了调整总体规划的必要性和囿于行政辖区的局限性；２）要进行外围城市即城市网络规划，设想为一种广域的、长远的、多方案可供选择的导向性规划；３）要强化“心脏”以适应经济开放与横向联系，加强对中心城市核心地区的高要求，从而明确改造老城的动力与目的，提出了为发展第三产业规划优越地段，改造中注意给未来留有余地和保护文化特色。
By analyzing achivement and charactors of the key city, the contradictory between the city development and limiting city scope is pointed out . The author advocates to analyze the city planning in a systematical way by three levels. First, the key city overall planning must well be worked out, Second, the network planning of the periphery towns of the key cityis designed, Third, the central situation of the key city must be strengthened for pushing economy of the periphery towns forward
