This paper provides the basic design ideas and object of developing solfware for Railway Freight Transportation Rulers and Papers & Telegrams Management System and indrotuces the methods of classifying documents and basic structure of feature infomation database. In order to reduce the data-redundancy,it provides the comprehensive program design to hierarchical-database and relational-database,uses the dynamic-overcast and self-fit to satisfy the diffirent memory of computer and discusses the man-machine interface system design.
