环境保护激励机制经济手段之探讨

A Study of Economic Instruments of Environmental Protection Stimulating System

市场经济条件下,经济手段在环保中的作用日益为人们共识。实践与发展中的环保经济手段主要有:收费、征税、补贴、排污交易、押金制和鼓励金等。本文分别就这六种经济手段,尤以前四者进行了较全面的探讨,并提出了环保经济手段设计与实施的四条原则性建议:循序渐进;诱导为主、集资为辅;因地制宜;经济性。

Under the condition of market economy, performance of economic instruments of environmental protection (abbr. EIEP) is acknowleged day by day. The EIEP in practice and development mainly include: environmental compensation charge, environmental tax collect, Subsidy, pollution emission trading, deposit—refund system, and bonus etc. which are discussed respectively, especially the former four. And four suggestions for disigning and applying EIEP are presented.
