随着可持续发展理论和实践研究的深入,传统的环境规划面临新的挑战和机遇。将可持续发展思想纳入环境规划,使之成为实现可持续发展战略的有效工具不仅是必要的,而且是可行的。文章探讨了环境规划的现状及存在问题、两者的涵义,重点探讨了二者的关系,并建立了经济与环境协调发展的模型。文章最后对实施可持续发展的环境规划提出了几点对策,指出环境规划必须纳入总体规划中,并在制定和实施过程中坚定不移贯彻可持续发展原则。

With the deep going of sustainable development (SD)'s theory and practice, the traditional environmental planning (EP) is facing new challenge and new opportunity. It is necessary and feasible to bring the ideas of SD into EP and make it an efficient instrument for SD. The author discussed EP's current situation, some problems, implications; especially discussed the relations between SD and EP; and set up a harmonized development model for economy and environment. In the end, to put forward some countermeasures and also put forward that EP must be put into the total planning and must implement the principals of SD in the process of formulating and carrying out.
