On the Construction and Administration of Urban Flood Protective Embankment in Harbin

本文介绍了哈尔滨城市堤防的形成、现状与存在问题；介绍了１９８７年大规模兴建哈尔滨沿江一条线工程及消险加固、清障的一些具体作法；提出了加强城市江河道、堤防日常管理工作的建议。

In this paper,the forming of Harbin urban flood protective embankment is introduced,its present situation and problems existed in construction and administration are discussed.Some practical approuches are given for large scale embankment construction,dangerous section reinforcing and obstacle clearance,and active proposals are offered for the administration of urban river course and daily management of embankment.
