摘要
我国公共行政学学者越来越关注行政学的学科发展问题。近期的三份研究报告采用实证研究方法,对期刊论文进行了定量内容分析,其结果显示:该学科在理论建设与知识发展方面都存在许多缺陷;应用型论文也存在诸多不足。论文认为,要加速学科发展,学界必须尽快完成四个关键任务,即掌握公共行政学的本质;发展本土理论;抵制对实证研究的迷信;改变现有的主导逻辑。
More public administration(PA)scholars in China are paying due attention to the problems of the development of PA as an academic discipline. Three recent empirical studies that pursued content analysis of Chinese PA journal articles revealed the following: the Chinese PA academic discipline suffers from various critical problems in theory-building and knowledge advancement; applied research has many defects. It is argued in this manuscript that, in order to rapidly develop Chinese PA as an academic discipline, scholars must accomplish four key missions: namely, understanding the essence of PA as an applied field of study; developing indigenous theories; resisting the myths of empirical studies; and changing the dominant logic in the field.
