Small Management and Large Management——the Management Theory of Social System in the New Stage

社会主义市场经济对我国传统的社会管理体制提出了新的挑战.本文从现代社会所具有的系统性特征和现代管理的整体性特征出发,提出了社会“小管理”和“大管理”的概念,认为,加强和改善新时期的社会管理工作,必须引入系统整体管理观,把“小管理”的形式和“大管理”的内容有机结合起来,把自觉的管理和自发的调节辩证统一起来,以改革为动力,以发展为目标,以稳定为前提,促进社会整体的良性运行和有序进化.

Socialist market economy gives a new challenge to the traditional social manange-ment system of our country. This article proceeds from the systematical features of modern society and the entirety features of modern management, advances the concepts of 'small management 'and 'large management'. It is considered that, to strengthen and improve the management of society during the new stage, the viewpoint of management of system entirety must be introduced, the form of 'small management' be combined with the content of 'Large management' organically, conscious management and spontaneous adjustment be unified dilectically, taking the reform as the motive force, the development as the aim, the stability as the prerequisite, so as to promote the good running and systematical evolving of the social entirety.
