Methods of the Reform and Reforming of Methods——After Studying Volume Three,The Selected Works of Deng Xiaoping

邓小平同志,作为我国改革开放的总设计师,始终把改革作为一项浩大的系统工程来精心设计和实施.要实现改革系统的最优化,系统的改革又只能有序分层次地进行.但有序分层次的改革并不意味着改革可以搞单项突破,只抓重点,不顾其他.缺乏系统配套的单项突破,往往使改革陷入顾此失彼、捉襟见肘的境地.目前改革正处于全局性整体推进的新阶段.改革改革的方法,倡导和普及系统方法,是实现全面改革的必要前提和基本保证.

As the general designer for opening and reforming,comrade Deng Xiaoping has been regarding the reform as a very great system engineering to design it maticu-lously and put it into effect. In order to realize the optimization of the reform system, reforming of the system can be carried on in order and in gradation only. But on the other hand,reforming in order and in gradation does not means that a individual breakthrough is practicable and does not means to stress the essentials in spite of other things. In fact,a individual breakthrough without a necessary system would probably lands the reform in an awkward predicament. Nowadays the reform is in the new stage of overall advancing entirely. Therefore, reforming the methods of the reform and initiating and popularizing systemic methods are the prerequisite and the fundamental pledge of bringing about an overall reform.
