提出了地方性高校教材建设应包含的基本内容．认为：地方性高校教材建设应侧重于详细的教学大纲的编写和参考书目的编订；硬性规定学生人手一册同样的统编教材的做法是有害的；对于基础课程，教师应给学生指定几套参考书，专业课程要给学生予丰富的文献资料；适当引用国外优秀教材、改革教材管理机构是必要的．

The main parts of organizing teaching materials for the local Universities, as the paper proposed, should emphasize on the syllabus and reference books. The requirement of having a same book for each student interfered their learning. Students should be recommended some sets of reference books for their basic courses and be given rich data for their special courses. It would be necessary to introduce excellent foreign teaching materials and to reform the management of teaching materials.
