国际人才交流总是互利的——王迺局长答记者问

近日,国家外国专家局局长王迺在接受《瞭望》周刊记者和《国际人才交流》杂志记者的采访时强调说:“国际人才交流总是互利的。”王迺说,在国际人才交流活动中要坚持互利原则。我们的目的是希望双方获利。过去几年我们引进国外智力工作的发展表明了,只有坚持互利原则,才能使我们的工作不断前进。也就是说,我们开展国际人才交流活动,不只是对中方有处,也会对外方有利。

China's general policy at present is the continuation of implementation of reform and opening up.International personnel exchange is an important component and core of our re- form and opening up.International personnel exchange is mutually beneficial and our goal is that both sides will benefit.Our general plan for the new year is that total number of interna- tional personnel exchange will reach or a little higher than the level of 1988.The foreign ex- perts we invite are classified as experts of economics and technology and experts of cultuce and education.It is estimated that the number of various kinds of experts invited this year will be greater than that of last year.In the respect of sending people abroad for practice and training,we hope that both the number of people and scale of the programs will be greater. International personnel exchange this year will lay particular emphasis on the those areas es- sential for the national economy and people's livelihood,some basic industries,and pro- cessing and manufacturing industries.Activities of international personnel exchange have their own characteristics which we should know well so that we can make efficient and rea- sonable use of the potentialities of personnel at home and abroad and better serve China's Four Modernizations Construction.
