关于基础研究与应用研究的发展战略问题

ON THE STRATEGIC PROBLEMS OF DEVELOPMENT OF BASIC RESEARCH AND APPLIED RESEARCH

文章讨论了几个国家科技发展的模式类型,做出了关于日本“应用型”、英国“基础型”和美国“混合型”的论断、分析和评价。在借鉴这些国家发展科技经验与教训的基础上,尝试探讨了我国现行的科技发展模式,并做出了分析和评价。文章还进一步探讨了我国科技发展中有关(1)借鉴日本“收割型”经验、(2)发挥应用研究主战场作用、(3)基础研究投资比、(4)科研经费来源多样化、(5)稳定基础研究队伍、(6)科研经费总投入等具体问题,并提出了个人见解。

The paper discusses the model typies of scientific and technological development in several countries, these model typies are divided into 'Japanese applied model', 'British foundational model', and 'American mingle model', the author analysis and evaluatis these model typies. On the foundation using the experience and lesson of scientific and technological development in these countries for reference, the author tentatively discusses the scientific and technological developmental model in operation in our country. Go a step further the paper tentatively discusses the following problems: 1. using the experience of Japanese harvesting model for reference, 2. bring the main battle ground of applied researchs into play;3. the invesing proportion of foundational researchs; 4. the diversifv of scientific research funds source;5, stabling the troops of foundational research;6. the whole funds of throwing into scientific researchs. The author puts foward mineself view.
