我委科学家就当前基础研究工作存在的问题发表重要谈话

对基础研究在整个科技体系中的重要性应该怎样看?我国的基础研究领域存在着些什么问题?基金委四位科学家就此发表看法。他们指出,基础研究虽不能给国民经济的发展带来立竿见影的巨大的效益,但基础研究也不是完全脱离实际的东西。基础研究的发展不仅可以促进我国高科技产业的发展,引起技术上的重大突破,提高我们在世界科技竞争中的应变能力,而且也是有效利用引进技术的前提。同时基础研究也是培养四化人才的最有效的途径。鉴于基础研究领域所存在的问题,四位科学家一致呼吁,各级领导要提高对基础研究在科技与经济发展中的作用的认识,进一步提高基础研究经费在整个科技投资中所占的比例,稳定我们的基础研究队伍。

How should we estimate the importance of basic research in the whole scientific and technical system? What are the problems in China's basic research? Four leading members of the science foundation talk about these questions. Although basic research cannot bring about immediate and enormous benefits to the development of the national economy, they point out, it is not completely separated from reality. Its advances not only may promote the growth of China's hightech industries, lead to significant technical breakthroughs and raise our ability to adapt to the scientific and technical competition in the world, but also can constitute the precondition for the effective use of imported techniques.The basic research is also the most effective may of training personnel for China's four modernizations. In view of the existing problems in basic research, the four scientists unanimously call on the leadership at all levels to enhance their understanding of the role of basic research in the scientific, technical and economic development, further raise the proportion of basic research expenditures in the entire scientific and technical investment, and stabilize the number of our basic research personnel.
