本文叙述了判断一个天文台从事天球参考系实测工作是否有意义的条件。详细分析了云南天文台所具备的条件,并论证了应开展的具体工作及其意义。

In this paper the conditions arc described for deciding whether it is significant to do the observational work to establish the celestial reference system at an obcervatory. The conditions at Yunnan Observatory are analyzed in detail. In addition, the work to be done and its significance are also discussed.
