近年来,由于油价的不稳定,特别是低油价,使工程投资大,作业费用高,风险大的海洋石油开发受到很大的影响。许多海上的发现未能投入开发,特别是油田比较破碎,储藏构造相对复杂,储量小,开发费用高的边际油田,若采用常规的方法,将失去其商业的开采价值。据美国Daniel Johnston公司以油田开发成本历史性资料进行分析,采用常规的开发系统,若生产的每桶油价低于牌价的30％,则被认为在经济上是可行的。因此,若以每桶牌价18～20美元计算,则生产成本必须低于每桶6美元。据统计分析,墨西哥湾300英尺水深的大陆架,平均每桶生产成本4.5美元,取一区间为3～6美元;但大陆坡水深增加。
In the current situation of low and increasingly uncertain crude oil prices, the offshore oil industry must concentrate its efforts on offshore production technology research aiming at reducing costs of major components of field development. This paper introduces comprehensively innovative concepts in the area of offshore platform engineering that are helping to achieve the goal of maximum cost-effectiveness and the enlightenment for developing offshore small and marginal oil fields in China.
