摘要
作者首先阐述了科学研究院所学报的作用和价值,着重指出评价学报根本上是从社会效果来考虑,办得好的学报将具有无法计量的“隐性价值”。作者接着提出:以“新意”初选稿件是提高学报质量的第一步;认真组织专家申稿是保证学报学术质量的关键;编辑改稿是学报书面质量的确实保证。作者还根据本所学报的编辑实践,探讨性提出:科学研究院所学报的封面设计和版式应有创新,应有特色,这也是提高学报外在质量的有效措施。最后作者呼吁:为使学术论文不失“新意”,保证学报的内在质量,现有的科学研究院所学报出版周期大都过长,应该缩短。
At first, the author explains the function and the value of the journals issued by scientific research institutes, where he emphatically points out that social efficiency is the first thing to consider when evaluating a journal and an inestimable 'recessive value' is existing in a welleditted journal. Then he gives his comments to the editional work of journals such as choosing the papers with 'new idea' is the first step to raise the quality; having the papers seriously checked and approved by expers is the key factor to ensure the quality and revising papers by editor himself is the conclusive guaranttee to keep the written quality. According to his editional expierence with the Journal of SSSR1, the author exploratoryly suggests that a new trail should be blazed in the design of the cover and the layout of the prited sheet. He thanks this is one of the effective ways to raise the external quality of a Journal. Considering the excessive long publishing cycle, the author appeals at the last part to cut short the publishing time so. as to show the new ideas on time and to improve the internal quality of the journal.
