摘要
灾害投资效益是灾害防治决策中重要而有意义的问题。本文论述其评价的理论及原则;指出了最优化的一种思想方法;并对具体对象作了尝试性的分析讨论。
The return of disaster investment is an important problem to the decision of disaster provention. This paper deals with the theory and principle of evaluation, inquires into a method of optimization, and discusses the practical problems of the investment in some specific respects.
