试论城市规划管理、实施对规划编制的反馈

ON THE FEEDBACK OF PLANNING MANAGEMENT IMPLEMENTATION AND PREPARATION TO THE PREPARATION OF A PLAN

本文从分析当前规划背景变化及规划编制程序改进需要入手,从规划管理、实施对规划编制的反馈角度,分析了三者之间在纵橫两个方向上的关系,确立了一种新型的规划编制管理、实施之关系和规划编制之程序。

According to the change of planning background and feedback coming from management and implementation, this paper discusses a relation between planning management, implementation and preparation vertically and horizontally. Afterwards, it sets up a new relation of management, implementation and preparation of planning and proposes a new program for preparing a plan.
