建国以来;地质矿产部担负国家地下资源的勘查工作,其费用是国家事业费预算计划拨给的,所形成有使用价值的地质成果—地质档案资料、矿产资源无偿地提供社会主义建设使用,对国民经济建设和发展起到了一定作用。随着社会主义四化建设和经济体制改革的发展,无偿使用地质档案资料和矿产资源,这对于地质行业的发展、矿产资源的合理利用和发展国民经济都带来不少弊端。在党的十一届三中全会以来。
In this paper the inevitable law and theoretical base for the paid service of geological archives is discribed. The author believes that paid service of geological archives is a certain outcome from the present economic reform. The traditional concept on the management of geological exploration and mineral resources should be changed and laws of value of socialist commodity economy should be put into use conscientiously and price mechanism should be introduced into the management of gelolgical archives. The vigour of geological survey and mining economy can go on for long and wise exploitation of mineral resources can be ensured effetively only when geological archives and mineral resources have been commercialized and subjected to paid service. This paper also discusses other problems in connection with paid service of geological archives and describes the scope and regularities involved in paid service of gelolgical archives and makes some suggestions on the management of gelolgical archives for reference.
