FTAAP:The US Strategy and China's Response

亚太自由贸易区是有关专家在2004年提交亚太经济与合作组织的一项政策建议,美国政府在2006年的公开支持态度使之迅速成为APEC的一项长期目标。围绕亚太自由贸易区的争论在很大程度上已经超出经济技术层面,而成为一个国际政治问题。支持亚太自由贸易区成为美国应对东亚合作近年来崛起的战略举措。中国应理性认识该方案的不可回避性及其对中国影响的利弊,主动应对未来亚太自由贸易区的发展变化并参与建构。

FTAAP was a policy recommendation submitted to APEC in 2004.It quickly became APEC's long-term goal and a revived hot topic in the Asia-Pacific with the official supports from the US in 2006.To some extent,the debate on FTAAP has gone beyond a technical problem and become an issue of international politics which center on the relations with the U.S.After reviewing the relations between the US and East Asian regionalism,the author concludes that FTAAP reflects the basic rationale and the new strategy of the US towards the emerging East Asian regionalism.Chinese government should recognize PTAAP's inevitability and its pros and cons for China,and Chinese scholars should conduct further studies and be actively involved in FTAAP's future construction.
