摘要
岗位轮换是目前我国公共部门与企业广泛应用的一种人力资源开发形式,存在一些滥用与误用问题。本文主要通过文献研究与访谈的方法,对管理人员岗位轮换在现代组织中的应用条件与原理、类型与功能、问题与缺陷等内容进行系统概括与分析,从理论上作出必要的补充,从实践中对相关问题进行了系统分析与对策探讨。同时,本文强调岗位轮换作为一种组织管理的手段,其影响的不仅仅是管理人员本身,还有部门及组织。针对大量文献仅从员工角度讨论岗位轮换制度的状况,本文将更多地从部门及组织的角度对于如何改进岗位轮换制度,提出了作者的观点。
Job rotation, as a common strategy of human resource development, is currently in wide use in both public and private sectors of China. However, a lot of problems regarding its abuse and misuse have emerged in recent years. By using literature research and interview methods, the article reviewed the role of job rotation on managerial positions in modern organizations of China. Specifically, the author discussed about the principles and conditions of applying job rotations, the various categories of job rotation and their functions and above all, the problems that come along with its application and the existed strategies to deal with those problems. While most previous literature focused on the effect of job rotation on the development of the managerial personnel, the current review is to emphasize the impact of job rotation on the management and development of the whole organization. Finally, the author suggested some new solutions for the improvement of the current system of job rotation in terms of the organizational transformation.
