Comparative Analysis of Laws Across the Strait on Prevention and Control of Water Pollution

《中华人民共和国水污染防治法》和台湾地区《水污染防治法》修订时间相隔无几,均反应了两岸水污染防治政策、制度的最新走向。在此背景下,本文从立法目的和政策目标、监督管理体制、监督管理措施、保障机制、法律责任等方面逐一比较,以期能为我国水污染防治措施的完善提供参考价值。

The Law of the PRC on Prevention and Control of Water Pollution and the one in China＇s Taiwan region were amended one after another. They reflect prevention and control policies and the latest system trends across the strait. Against this background, this article makes a comparison of the two laws in terms of legislative purposes and policy objectives, supervision and management systems, supervision and management measures, safeguard mechanisms and legal responsibilities, in order to come up with valuable suggestions to improve measures for prevention and control of water pollution in China.
