摘要
本文从归口定位、标准制定、监督与实施三个方面剖析了电子商务标准化的问题与障碍,认为问题源头在于电子商务技术标准与服务标准之间的矛盾,从而导致电子商务标准归口管理的不明确。在标准制定方面,本文提出了由上至下与由下至上相结合的方法来解决中国标准制定进度缓慢的问题。最后,本文提出了有关电子商务标准化实施与监督的三个要点。
This article analyzes the e-commerce standardization problems and obstacles from 3 parts: position and classification, formulation, monitoring and implementation. This article accounts that the source of the problems is the contradiction between e-commerce technical standards and service standards, thus leading to the centralized management of e-commerce standard is not clear. In the formulation of standards, this article proposes to solve the problem of slow e-commerce standardization progress in China by the ways from top to bottom and bottom to the top. Finally, this article puts forward three main points of monitoring and implementation on e-commerce standardization.
