企业安全确认管理系统的设计及机制研究

Design and Mechanism of Safety Confirmation Management System

通过对安全确认制发展应用状况的总结分析,重新界定了安全确认制的基本内涵,并进一步分析了其主要特点。在此基础上,针对企业安全事故发生的内在机理,指出导致事故发生的根本原因是人的不安全行为和物的不安全状态。通过剖析安全确认制的作用机理,揭示其杜绝不安全因素,防止事故发生,实现企业本质化安全生产的意义。提出了企业安全确认管理的一般流程框架并给出企业安全确认管理工作开展的步骤及建议。设计出企业安全确认管理系统,分析其内部机制,将整个系统分为7个子系统,进一步理清了企业安全确认管理系统构建的思路。

Safety confirmation system is redefined through analyzing and summarizing its development and application situation, and its main features are analyzed. Based on it, root causes for accidents are pointed out according to inherent mechanism of accidents, which are human＇s unsafe behaviors and objects insecurity state. The significance of inherent safety production is revealed by analyzing the function of safety confirmation system. Besides, the general process frame and procedures for safety confirmation is put forward, and corresponding suggestions system, including 7 subsystems, is designed are presented. Finally, the safety confirmation management through analyzing its internal mechanism, which makes clearer the construction of safety confirmation management system.
