摘要
创新人才是区域经济发展过程中的重要人力资本,是加速区域经济发展和创新的核心生产要素,建立有效的创新人才激励体系是当前面临的关键问题。从吸聚机制、运作机制、牵引机制等三个方面对这一问题进行初步探讨。
Creative talents are the important human capitals in the development of regional economy and the core production elements to accelerate regional economic development and innovation. The key issue is to establish an effective incentive mechanism for innovative talents.This issue is discussed in the aspects of attraction mechanism, operation mechanism and guide mechanism.
