政府分散采购中的监督缺陷及对策分析

ANALYSIS OF THE SUPERVISORY SHORTCOMINGS IN GOVERNMENT DISPERSE PURCHASE AND THE COUNTERMEASURES

以西南石油大学扩建中的"二期建设"工程为例,分析了高校扩建中,在设备引进、软件建设、工程进程、服务等主要采购行为中存在的一些监督弱点,通过解读政府采购行为,分析了分散采购的优缺点,提出了高校扩建中政府分散采购的监督对策。实践证明,政府分散采购中监督对策的实施,可以节约大量成本,对高校的博物馆、科技馆、医院等建设进行政府分散采购具有一定的指导意义。

Taking Stage II Construction of the campus extension project of Southwest Petroleum University as an example,this paper points out a series of problems in college expansion project,such as equipment import,soft-environment construction,building process and service,etc.Then,the supervisory shortcomings in purchase,interpretation of government purchase as well as advantages and disadvantages of disperse purchase are analyzed,and the supervisory countermeasures in government disperse purchase during the college expansion are suggested.It is proved that adopting supervisory countermeasures in government disperse purchase is of great effect in cost saving and of some reference to some government institutions like scientific research institution,museum,science popularization museum,hospital,etc.
