摘要
公共人力资源能力建设是一项伟大的系统工程,人力资源能力以及公共人力资源的作用在当今世界越来越受到关注,政府也逐步认识到公共人力资源能力和素质对于公共部门的工作效率有着莫大的关系。如何提升公共人力资源的能力则成为摆在我们面前的重要问题,公共人力资源能力建设要适合一个国家或地区的政治体制的要求,本文主要阐述我国公共人力资源能力建设所依据的基础理论,阐述我国公共人力资源能力建设的基础理论的发展脉络。
