Guoyongsi, operated by the prime minister is the department which is used to control the central finance to raise military expenditure and which is the important one of the central finance institution in the South Song Dynasty. The paper discusses its setting background, organization and function. It should help us to process the study of the central financial function and the relation between the emperor power and the premier power.
