质量安全是工程建设的"底线",它关系到投资效益的最大化,关系到国民经济的持续健康协调发展,关系到和谐社会的建立。近年来,随着经济的快速增长和城镇化快速推进,我国铁路基本建设规模逐年增大,科技含量高、施工难度大的工程日益增多,工程技术风险、质量风险、安全风险日益突出,给质量安全监管工作带来了新的困难和问题,提出了挑战。同时项目施工质量安全管理贯穿整个施工过程,是项目管理工作的重中之重,需要领导重视、全员参与,采取有效措施,确保质量安全管理目标的顺利实现。文章对项目施工的安全管理进行了实践论述,可为质量安全管理人员工作提供借鉴和参考。

The insurance of quality and safety is the bottomline for a construction project as it relates not only to the maximization of investment returns but also to the sustainable and coordinated development of national economy and even to the establishment of a harmonious society. With the soaring economy and an ever-fast urbanization process, the scale of railways constructed in our country has increased with years; the number of railway projects that are of high technol- ogy content and of great difficulties has raised; and the risks in tunnel construction technology, quality and safety have become increasingly prominent, which has brought new problems and posed great ehanlleges to project quality and safety management. Quality and safety management runs through the construction process and is the first and the most important work in project management, which requires the full attention of the managers and the engagement of all construction parties to adopt effective measures to reach the management objective. The article combines with practical work to elaborate on quality and safety management for tunnel project.
