Examination and Verification of BOQ and Quoting Strategy of the Bidder under Evaluation with Bill Quantity

自2003年7月1日起,我国开始全面实行《建设工程工程量清单计价规范》,这是我国工程造价计价方式适应社会主义市场经济发展的一次重大变革,也是我国工程造价工作逐步向实现"政府宏观调控、企业自主报价、市场形成价格"的目标迈出的坚实的一步。随着工程造价管理改革的不断深入,建筑施工企业在工程量清单模式下如何进行合理的报价已成为当前施工企业投标面临的重大问题,因此,作者就如何进行工程量清单审核及相应的报价策略做粗浅分析。

The Code of evaluation with bill quantity of construction works has come into force since July 1, 2003, which is not only a significant reform for the evaluation of engineering cost to keep pace with a growing socialist market economy but also a solid step forward toward the goal of ＇macro-controlled by the government, price quoted by the enterprise and price determined by the market＇. With the ever deepening of the reform in the management of engineering cost, it has become an important task for the construction enterprise to offer competitive price in project bidding under evaluation with bill quantity. The examination and verification of BOQ and the accordingly quoting strategles are briefly analyzed in this paper.
