摘要
日本高校政府补助制度为日本私立大学的发展提供了重要的财政保障和发展条件。这不仅因为日本有着较为完备的私立高校补助金制度,更重要的是它们建立了相应的法律保障、原则标准、实施方法以及实施管理机构。鉴于此,针对目前我国私立高等教育存在的资金不足等问题,通过对日本高校补助金制度的研究,提出了健全法制、资金筹集多元化、明确补助原则和补助方法具体化等一系列完善措施。
Japan＇s system of university grants has provided an important financial security and developing condition for the development of private universities. This is not only because of Japan＇s complete system of university grants, more importantly, they have relative legal protection, principle protection, implementation methods and implementing agencies. Therefore to solve the problem of lacking funds of Chinese private higher education, through the research of Japan＇s system of university grants, it put forward that we can improve legal system, pluralize capital raising, clear the grants principle and ways.
