甘肃新型农村合作医疗试点补偿机制初探

Primary Study on Compensatory System of New-type Rural Cooperative Medical System (NRCMS) in Gansu Province

合理的补偿机制是推进新型农村合作医疗制度规范化发展的重要举措。该研究选取甘肃东部、西部、中部的灵台、庆城、山丹、瓜州和皋兰5县为对象,重点分析了2005～2007年各个试点县的补偿模式、基金运行、参合农民受益率和补偿情况等方面的现状以及存在问题。针对当前在补偿机制方面的不足,该研究从家庭账户与县级统筹相结合、门诊支付比例、风险基金的建立以及医药费用合理控制等方面提出相应对策。

Reasonable compensatory system is a crucial step for developing NRCMS properly.In order to research the compensatory system status of Gansu Province,5 counties were selected for delegating different parts of Gansu（Lingtai ＆ Qingcheng country,Gaolan country,Shandan ＆ Guazhou country are located in eastern,center part and western part respectively）.The 3-year＇ s specific data （2005~ 2007）including compensatory system,the fund circulation,the benefits information of the farmer and compensatory status were analyzed.Some shortages of the compensatory system were proposed;meanwhile,some more effective measures were advised.
