摘要
养老保险政策关系到经济和社会发展的全局,制定难度很大。目前我国养老保险政策制定存在主体多元化、客体个性化、过程封闭化和方法经验化的问题,导致养老保险政策地区和部门不协调、缴费责任和待遇水平不对应、劳动者与企业集团需求表达不对等和政策需求与供给不相称等问题。完善养老保险政策制定机制,应重构养老保险政策制定主体、科学确定政策制定客体、优化政策制定过程和创新政策制定方法是解决之道。
Endowment insurance policy is related to the overall situation of economic and social development, and it is hard to establish this policy properly. At present, there are problems in formulating the endowment insurance policy in our country, such as diversified subjects, individualized objects, enclosed process, experience -based method, and so on. These result in non- coordination among different areas and departments, non - matching between premium and benefit, inequity between the need expression of laborers and enterprises, and asymmetry between policy demand and supply. To perfect the mechanism of formulating endowment insurance policy, we should restructure the subject of formulating endowment insurance policy, define the object of endowment insurance policy scientifically, optimize the process of policy making and create new methods of policy making.
