机构知识库是机构或组织在特定范围内收集信息资源,并对其进行加工、整理和保存,通过开放获取最终达到促进传播和共享目的的知识库。其优点在于使信息资源得到更有效的收集、传播、共享及保存。机构知识库从成本——收益标准及资源配置论角度具有较高的制度效率,可以将其优点借鉴并运用于著作权制度,提高著作权制度效率。

The institutional repository is the repository of the information resource collected, orgamzed and saved within the special areas by the institutions and organizations, goals of which are promoting dissemination and sharing through OA. The advantage of IR is to make the collection, dissemination, sharing and saving of the information resource more effectively. IR has higher institutional efficiency in the view of the standard of cost-income and the allocation theory of resources. We could take reference of the advantages of IR for copyright system to promote the efficiency of the copyright system.
