城市实行外来人口居住证制度具有重要的意义,出台外来人口居住证制度需要进行可行性论证,以保证政策的科学性。从苏州市来看,实行外来人口居住证制度具有可行性,但也存在一定问题,需要充分论证,认真决策。

It is very important for the cities to implement the residence permit system for the floating population. There is need to carry out feasibility study before the promulgation of the residence permit system for the floating population. The article , taking the example of Suzhou city, thinks that it is feasible for Suzhou to implement the Urban Residence Permit for the Floating Population. But there are some existing problems in the policy - making. So it should be fully disscussed to make it right.
