The public library system and copyright system have special close relation during the process of their formation and development. The library plays an important role in the profit balance system of copyright. Facing the situation that the profit balance system emphasizes the copyright owner excessively, the author thinks that the library should take on responsibilities, such as setting up a proper balance position between the profits of copyright owner and social public, promoting the balance of production, dissemination and usage of works, promoting the balance of rights of copyright.
