外文数字资源的政府采购模式探讨

On Government Procurement of Digital Resources of Foreign Language

介绍国内数字资源招标采购的现状,归纳外文数字资源招标采购存在的问题,提出有效开展外文数字资源政府采购的三种模式:委托联盟采购、区域联盟采购纳入地方政府采购和用户自主参照联盟采购。对外文资源商参与政府采购的资质准备和投标方式提出建议。

This paper introduces the procurement tender of digital resources in China, sums up the problems in the procurement tender of foreign language digital resources, and proposes three modes to effectively conduct government procurement of foreign language digital resources： consortium acquisition, incorporating region consortium acquisition in local government and users＇ according to the consortium acquisition. This paper also recommends on how foreign resources companies get prepared and qualified in government procurement, as well as in which way the tender should be conducted.
