创新体制机制是促进教育招生考试事业科学发展的需要,这是由教育招生考试所处的历史方位决定的，是教育改革与发展对教育招生考试提出的新要求所决定的。是解决教育招生考试突出问题所决定的。创新教育招生考试的体制机制必须以解放思想为先导，必须着：眼长远，循序渐进：必须系统设计,整体推进；必须坚持以人为本。创新教育招生考试的体制机制包括两个方面，即建立促进教育招生考试事业持续协调发展的体制机制和维护教育招生考试公平公正的体制机制；具体内容包括完善教育招生考试的管理体制；建立健全教育招生考试的经费保障机制；改革教育招生考试队伍建设机制；建立监督制约机制；完善考务管理机制;建立确保安全的体制机制。

The innovation of the institutional mechanisms is the requirement of promoting the cause of the educational entrance examination guided by the outlook of scientific development. This is decided by the historical position where the education entrance examination lies. This is decided by the new requirements put forward by education reform and development which influences considerably the educational entrance examination. This is also decided by pressing need of solving the issues that often occur in the educational entrance examination. It is very necessary for us to emancipate the mind as the guide, to focus on the long term and to advance in proper sequence in our innovating upon the institutional mechanisms of the educational entrance examination. We must promote the systematic design and the overall advancement. In addition, we must adhere to the people-oriented principle. The innovation of the educational entrance examination of the institutional mechanisms include two aspects, namely, the establishment of the institutional mechanisms that aims to promote the sustained and coordinated development of the educational entrance examination cause; and the maintenance of the institutional mechanisms that safeguard the fair and equitable education entrance examination. To be specific, the priority tasks include improving the management system of the educational entrance examination; establishing a sound budget guaranteeing mechanism of educational entrance examination; reforming the mechanism of professional team building of educational entrance examination; establishing the mechanism of supervision; improving the examination affairs management mechanism; and establishing institutional mechanisms to ensure safety.
