边疆少数民族贫困地区“新机制”执行中的问题与对策--以喀什地区英吉沙县为例

摘要 "新机制"的实施给边疆少数民族地区农村义务教育的发展带来了诸多积极效应,但同时也存在着经费保障水平偏低、师资水平落后、经费预算和使用不合理、教育负债沉重等问题。欲进一步落实好"新机制",促进边疆少数民族地区农村义务教育又好又快地发展,需从继续加大经费投入、解决师资队伍问题、规范和使用经费、化解教育债务等方面去努力。 The implementation of the new system has produced many positive effects for the development of rural compulsory education in ethnic minority border areas. At the same time, there are many problems like low level of economic security, low level of teachers, inappropriate expense budget and use as well as heavy debts of education. In order to further carry out the new system and promote the fast and efficient development of rural compulsory education in ethnic minority border areas, great efforts should be made to increase expense investment, build up teaching body, regulate and use expense to reduce education debts.
