在美苏关系缓和的形势下,德国在冷战中的作用降低。"柏林墙事件"使德国认识到,对东方阵营强硬的外交政策既无现实意义更无成功可能。于是,代表着德国要突破外交困境的"新东方政策"正式出台。但是,该政策引起了西方盟友的疑虑,担心德国会亲近东方,削弱西方力量。对德国而言,没有西方的支持,推行"新东方政策"缺乏与东方阵营谈判的资本。在此情况下,德国加速推进欧洲一体化进程,打消西方阵营对其新外交政策的疑虑,赢得了他们对新政策的支持,增加了与东方阵营谈判的砝码。在德国的努力下,欧洲政治一体化——"达维农报告"和经济一体化——"维尔纳报告"相继问世。欧洲一体化取得大踏步前进。同时,德国"新东方政策"也取得了丰硕成果。

Germany＇s effect in Cold War was reduced under the situation which the US-Soviet relations relaxed. ＂Berlin Wall＂ made Germany realize that it had no practical significance neither successful possibility to practice strong foreign policy towards Eastern camp. Therefore, Ostpolitik, which represented Germany to break through the diplomatic difficult position was officially announced. But this policy caused the Western ally＇s anxiety,the latter worried that Germany would be closed to the Eastern camp to weaken the Western strength. As for Germany, without the West＇s support, carrying out ＂Ostpolitik＂ lacked the backing of negotiations with the Eastern camp. Under this situation, Germany accelerated to advance the European integration advancement to dispel the Western camp＇s anxiety and win their support to its new foreign policy, at the same time, reinforce its status in the negotiations with the Eastern camp. Through Germany＇s efforts, European political integration--＂Davignon Report＂and the economic integration ＂Werner Report＂ were put forward one after another. The European integration went forward in big strides. What＇s more, Ostpolitik also produced the rich fruit.
