The system of proportional representation in Weimar Republic was a reaction against the unfair and irrational electoral system in Imperial Germany. The system of proportio representation strengthened the multipartism long existing in Germany. The adoption of proportio representation system , combined with the unfavorable political culture, the character of parties and the weakness of the party system, resulted in governmental instability, the crisis of the parliamentary system.
