上世纪90年代中期以来,在我国发生深刻的制度变迁以及结构转型与体制转轨的过程中,社会陷入了"公平性困境"。解析其中存在的政府因素,有着重要的现实意义。市场制度本身的缺陷以及市场在培育过程中无可避免的不完善是社会不公的重要根源。但对于扮演主导经济体制转轨和社会转型角色的政府来说,其本身存在的公共行政管理上的诸多缺失,则成为社会不公平的更为重要的直接和间接因素。

Analyzing the government factor has important practical significance. However, for the government who played the role of leading the economic and social transformation, its own shortcomings existing in the public administrative management have become more important direct and indirect factors led to social unfairness.
