摘要
受压力型政府体制、传统公民文化、经济社会转型等历史与现实因素的影响,我国政府绩效评估主体多以上级评估下级的形式出现,缺乏社会组织和公众的有效参与。在这种自上而下的评估体制中,上级政府往往根据自身的需要确立评估标准,下级政府则根据上级政府的需要予以积极迎合,因而绩效评估"理性选择"机制时常发生扭曲。科学的地方政府绩效评估主体体系安排,应该坚持公众本位价值取向,凸显社会公众、社会中介组织、专家等在绩效评估中的分量,建构一个由政府主导的、公众广度、深度参与的多元主体治理体系。
Due to the restriction of government system, traditional civil culture, and social and economic transition,the main form of government performance evaluation in our country has been in the form of evaluating the junior by the senior, lacking effective participation of the public and social organizations. In such a system, rational evaluation is often twisted. Thus we should stick to a public-oriented strategy and emphasize the importance of social intermediaries and experts so as to construct a multi-subject evaluation system led by the government and widely and deeply participated by the public.
